Narrative:
Aircraft was cleared approach at 14Y and issued NOTAMS. When aircraft landed he advised cpc that the runway was closed. I called the airport manager (city hall) and they said there should be a NOTAM that part of the runway was closed. I advised them it wasn't and they issued a NOTAM saying a runway was closed. There was no runway number or what part of the runway was closed.maybe better education for city workers who manage an airport rather than actual airport managers that run them.
