Narrative:

Only learned about it listening to archives on [the internet.] flm was signed on to both local control and controller in charge. Numerous times the flm luaw aircraft; which is not allowed under regulations. The local controller can only use luaw procedures when they are not also assigned to any other position. The position needs to stand alone. Due to low staffing levels; only developmental was in the cab during the incident. Refresher training for the flm and all the trainees at the facility. Any of the trainees watching might think this is an accepted practice.
