Narrative:

I was training someone on ground control 1. Trainee told aircraft X to taxi to [runway] 25R via C10. I saw aircraft X entering [runway] 25R via north with an air carrier on departure roll. I overrode my trainee and said 'aircraft X stop;' three or four times until they stopped. The departing aircraft needed 30 plus minutes to cool their brakes. This is the third time an aircraft has tried to enter [runway] 25R on me in the last two or three months. The other two were aircraft taxing to [runway] 24L via C10; B; P; north route. They both turned at P onto [runway] 25R. If you look at the map a left turn at P makes no sense. There are wigwag lights alerting the pilot of the runway and two giant [runway] 25R/7L signs painted on the ground. I understand the need for construction at an airport; but lawa [los angeles world airports] doesn't care about the impact. Monthly runway checks are done during the day; and this closes a runway for 30 plus minutes. This absolutely crushes everyone in the tower; it is always a complete mess; planes everywhere; just stupid. Another closure lawa loves to do is close runway 24L; 10 minutes before all the A380 night departures go; this means they need to taxi to [runway] 25L (have you seen all the restrictions for this thing?)the 'quick' reference guide is far from quick. Lawa needs to escort them everywhere; etc. Last friday an A380 broke on taxiway 'east' blocking two other A380's from taxiing; blocking several other aircraft; just stupid. This was being worked by a supervisor; on the log; combined with clearance delivery. She could barely work ground control no less clearance delivery and answer the telephone and coordinate the [runway] 24L closure. The airport is still busy as hell [very early in the morning] and we have to combine positions because people are at the end of their 10 hour shift.lax is super understaffed; way over worked; we are nearing crisis here. Nobody can certify because the airport is so messed up with restrictions and push backs on taxiways; volume; sct's inability to stay off the inboards and lawa's continued lack of understanding of the impact of their crappy airport design (which; by the way; is only being perpetuated by their future construction design.) I could go on and on; is anybody listening out there?
