Narrative:

Immediately following takeoff; a mooney; not utilizing the CTAF frequency; crossed midfield at approximately 300 ft AGL in front of our aircraft. The pilot of the mooney executed a tight pattern and rolled onto final as another skyhawk was on the takeoff roll. I warned the pilot of the skyhawk that was taking off; to level off to avoid the mooney. The mooney passed directly over the skyhawk at less than 100 vertical ft. The mooney pilot never made radio contact.
