Narrative:

Cvg WX ATIS reporting 1500' broken with 2 mi visibility. ILS 27L approach had G/south OTS, displaced threshold, and the FAF (jodur) was determined by use of the 339 degree right of flm VOR (117.0) at 26 NM away. The approach checklist had been completed and I thought the first officer (PF) had indicated he had tuned and idented the ILS localizer on frequency 108.7. As the PNF, I should have idented it for him and the second officer should have double-checked. As my course deviation needle indicated jodur, I checked to see the first officer's indicated on course with 272 degrees dialed in his course selector. As I stated aloud 'coming over with you,' meaning I will also tune the localizer, the approach controller said that we were well left of the localizer. Not until then did we note that the first officer's navigation radio was tuned to cvg VOR instead of the ILS localizer. Being too late to correct we went around and executed a normal successful approach. This is one of the sharpest first officer's I have ever flown with. I relaxed and deviated from standard policy of always double-checking all frequencys, idents and course selections. The second officer should have detected the error during his reading of the approach checklist. I will redouble my efforts to include in my initial crew briefings, the importance of such double-checks and full involvement in all procedures by the second officer.

THE APCH CHKLIST HAD BEEN COMPLETED AND I THOUGHT THE FO (PF) HAD INDICATED HE HAD TUNED AND IDENTED THE ILS LOC ON FREQ 108.7. AS THE PNF, I SHOULD HAVE IDENTED IT FOR HIM AND THE S/O SHOULD HAVE DOUBLE-CHKED. AS MY COURSE DEVIATION NEEDLE INDICATED JODUR, I CHKED TO SEE THE F/O'S INDICATED ON COURSE WITH 272 DEGS DIALED IN HIS COURSE SELECTOR.
