Narrative:

Approximately 15-20 minutes after takeoff; the captain turned off the fasten seatbelt sign. I was working in economy. We had just finished setting up the beverage cart to start our service. The turbulence then became moderate. Coffee was coming out of the pots; water bottles were rocking back and forth as were we; in the back of the aircraft. The other aft flight attendant called the flight deck and spoke to the captain and asked him to turn on the seatbelt sign; as we were unstable in the rear of the aircraft. The captain said 'no' and refused to turn on the seatbelt sign. Both aft flight attendants were shocked at his response. She hung up the phone; not knowing what to say at this point. It was at this time a passenger was exiting the most rear lavatory. She had to hang on to the assist handle as she could not make it back to her seat. I then called the captain; introduced myself and said; 'captain this is the back. I don't think you are aware of how bumpy it is back here. Could you please turn on the seatbelt sign?' he then answered; 'I am in control of the seatbelt sign and I am not turning it on.' I then said; 'are you kidding?' I thought he was being sarcastic and could not believe that he was questioning our judgment. Both aft flight attendants could not understand or believe his response. We then notified the purser of what had taken place. I then talked with a deadheading pilot who was seated in the last seat position 'F.' I asked him if I was being unreasonable and how best to communicate with this pilot. He was also shocked at this pilot's response to our request. We considered our own safety needs and did not start the service until we felt comfortable. During the service; while it was perfectly smooth; the captain came on the PA and asked the flight attendants to be seated. Both aft flight attendants looked at each other as we could not believe what he was asking. When we got to the rear galley; we stowed the carts and sat in our jumpseats. We called the purser to find out what was going on. The captain had not communicated anything to her prior and it was only after she called him; he mentioned there might be turbulence up ahead. We sat for approximately 15 minutes with no turbulence. Both aft flight attendants felt that this pilot was not concerned with our well being and/or safety; or the passengers. This is a safety issue and our respect for this captain was lost when he gave the response he did. We also then did not trust him or his judgment throughout the flight and was actually contemplating that he was purposely being erratic and irresponsible. His behavior conveyed a complete lack of concern for our safety and our passenger's safety. I would feel extremely uncomfortable ever flying with this captain again.
