Narrative:
On climbout at approximately 16;300 MSL; we received a TCAS RA for an approaching aircraft. We followed the fly down command bar and exceeded aircraft max speed. We lost approximately 1;200 ft; resolved the RA and returned to climb. The captain reported seeing a twin engine aircraft pass above by approximately 400 ft. We advised ATC and continued climb.
