Narrative:

While working the arrival radar west position combined with the satellite radar west position, I was supervising a trainee and conducting OJT. I received a pointout from departure radar west on small aircraft X (VFR) at 3000', that would proceed west of the charlotte airport and hold. Shortly after receiving this pointout, the departure radar west controller made a radar handoff to me on atx Y at 3000', heading 270 degree on a converging course with small aircraft X in the VFR holding pattern. My attention was diverted to the inbound flight crew flow from the northwest of charlotte and my training duties. When I looked back to the position of atx Y, the computer data blocks had overlapped causing confusion. Atx Y made me aware that he had a near midair collision with small aircraft X and he asked me if I was working the aircraft. I informed atx Y that I was not working the aircraft. I asked atx Y if he would like to call the facility and he said that he would. I believe that this incident could have been avoided if the two radar sectors had not been combined. I also believe that if the departure radar controller had resolved all conflictions between aircraft under his control prior to the radar handoff this would not have happened. The current procedures in use at the charlotte approach control for the satellite radar position are unsafe and require some changes. Supplemental information from acn 118242: final controller was unable to provide practice apches to small aircraft X. Small aircraft X was handed off to departure for the purpose of holding the aircraft. Small aircraft X was vectored into arrival's airspace and held VFR at 3000'. A pointout was given to and accepted by arrival. Later atx Y departed the airport requesting 4000' to hickory, nc. Atx Y was assigned a 270 degree heading and 3000' and handed off to arrival. Arrival kept atx Y at 3000 for traffic continued to vector the traffic wbound until approximately 11 mi west of clt then turned atx Y northwest to hickory. At a point approximately 13 mi wnw of clt both pilots reported a near midair. Departure kept small aircraft X on his frequency and held him in arrival's airspace because the arrival controller was training and was busy. Procedures force the arrival controller to put his 'low and slow' traffic on base leg at 4000' and also take the 4000' and below departures off clt. Arrival had so much traffic in one area that his ARTS tags were overlapping and he lost track of small transport X.

WHEN I LOOKED BACK TO THE POSITION OF ATX Y, THE COMPUTER DATA BLOCKS HAD OVERLAPPED CAUSING CONFUSION. ATX Y MADE ME AWARE THAT HE HAD A NEAR MIDAIR COLLISION WITH SMA X AND HE ASKED ME IF I WAS WORKING THE ACFT. I INFORMED ATX Y THAT I WAS NOT WORKING THE ACFT. I ASKED ATX Y IF HE WOULD LIKE TO CALL THE FAC AND HE SAID THAT HE WOULD. I BELIEVE THAT THIS INCIDENT COULD HAVE BEEN AVOIDED IF THE TWO RADAR SECTORS HAD NOT BEEN COMBINED. I ALSO BELIEVE THAT IF THE DEP RADAR CTLR HAD RESOLVED ALL CONFLICTIONS BETWEEN ACFT UNDER HIS CONTROL PRIOR TO THE RADAR HANDOFF THIS WOULD NOT HAVE HAPPENED. THE CURRENT PROCS IN USE AT THE CHARLOTTE APCH CTL FOR THE SATELLITE RADAR POSITION ARE UNSAFE AND REQUIRE SOME CHANGES. SUPPLEMENTAL INFORMATION FROM ACN 118242: FINAL CTLR WAS UNABLE TO PROVIDE PRACTICE APCHES TO SMA X. SMA X WAS HANDED OFF TO DEP FOR THE PURPOSE OF HOLDING THE ACFT. SMA X WAS VECTORED INTO ARRIVAL'S AIRSPACE AND HELD VFR AT 3000'. A POINTOUT WAS GIVEN TO AND ACCEPTED BY ARRIVAL. LATER ATX Y DEPARTED THE ARPT REQUESTING 4000' TO HICKORY, NC. ATX Y WAS ASSIGNED A 270 DEG HDG AND 3000' AND HANDED OFF TO ARRIVAL. ARRIVAL KEPT ATX Y AT 3000 FOR TFC CONTINUED TO VECTOR THE TFC WBOUND UNTIL APPROX 11 MI W OF CLT THEN TURNED ATX Y NW TO HICKORY. AT A POINT APPROX 13 MI WNW OF CLT BOTH PLTS REPORTED A NEAR MIDAIR. DEP KEPT SMA X ON HIS FREQ AND HELD HIM IN ARRIVAL'S AIRSPACE BECAUSE THE ARRIVAL CTLR WAS TRAINING AND WAS BUSY. PROCS FORCE THE ARRIVAL CTLR TO PUT HIS 'LOW AND SLOW' TFC ON BASE LEG AT 4000' AND ALSO TAKE THE 4000' AND BELOW DEPS OFF CLT.
