Narrative:

I was on my way to portland. Shortly after I departed chino I noticed my landing gear had not fully retracted while north and west of brackett and decided to return to chino. I made a right 180 degree turn and proceeded to chino. I called chino tower and reported my position and pomona and landing. Chino advised that brackett called them and stated an aircraft had encroached their airspace and that I should call the tower--and instructed me to report downwind. I could not get the gear to go down, so I requested to depart the pattern and go south. I then lowered the landing gear manually and returned and landed at chino. I called the chino tower and advised that I did not encroach the brackett control zone.

Title: GA SMA EQUIPMENT PROBLEM LNDG GEAR WOULD NOT RETRACT THEN UNAUTH PENETRATION OF AIRSPACE OF RETURN LAND.

Narrative: I WAS ON MY WAY TO PORTLAND. SHORTLY AFTER I DEPARTED CHINO I NOTICED MY LNDG GEAR HAD NOT FULLY RETRACTED WHILE N AND W OF BRACKETT AND DECIDED TO RETURN TO CHINO. I MADE A RIGHT 180 DEG TURN AND PROCEEDED TO CHINO. I CALLED CHINO TWR AND RPTED MY POS AND POMONA AND LNDG. CHINO ADVISED THAT BRACKETT CALLED THEM AND STATED AN ACFT HAD ENCROACHED THEIR AIRSPACE AND THAT I SHOULD CALL THE TWR--AND INSTRUCTED ME TO RPT DOWNWIND. I COULD NOT GET THE GEAR TO GO DOWN, SO I REQUESTED TO DEPART THE PATTERN AND GO S. I THEN LOWERED THE LNDG GEAR MANUALLY AND RETURNED AND LANDED AT CHINO. I CALLED THE CHINO TWR AND ADVISED THAT I DID NOT ENCROACH THE BRACKETT CTL ZONE.
