Narrative:

The current applicable sectional shows port angeles airport in magenta with CTAF 123.0. On approach to landing (touch and go) to runway 26, 10 mi out radio communication was established on 123.0, I advised traffic of my altitude, location and intention to land. Again, 5 mi out, I repeated transmission and again 2 mi out I repeated transmission. While on short final, during touch and go, a blind transmission was received to change frequency to 126.55. Frequency was changed and intention to depart transmitted and clearance received from temporary tower. FSS advised that temporary tower would monitor CTAF 123.0, but until touch and go, no response was received on 12.0. For safety, any temporary tower should monitor and promptly respond on published CTAF. Callback conversation with reporter revealed the following: sea FSS was called for information concerning the temporary tower at clm. They advised that there was a temporary tower at clm for approximately 4 weeks this past summer. It was operated by the washington national guard and provided advisories only. The airport manager arranged for the tower because of runway repaving. The tower operated approximately 12 hours each day. There was some miscoord initially in getting the NOTAM out and making proper distribution. The NOTAM wasn't sent until after the first day.

AGAIN, 5 MI OUT, I REPEATED XMISSION AND AGAIN 2 MI OUT I REPEATED XMISSION. WHILE ON SHORT FINAL, DURING TOUCH AND GO, A BLIND XMISSION WAS RECEIVED TO CHANGE FREQ TO 126.55. FREQ WAS CHANGED AND INTENTION TO DEPART XMITTED AND CLRNC RECEIVED FROM TEMPORARY TWR. FSS ADVISED THAT TEMPORARY TWR WOULD MONITOR CTAF 123.0, BUT UNTIL TOUCH AND GO, NO RESPONSE WAS RECEIVED ON 12.0. FOR SAFETY, ANY TEMPORARY TWR SHOULD MONITOR AND PROMPTLY RESPOND ON PUBLISHED CTAF. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: SEA FSS WAS CALLED FOR INFO CONCERNING THE TEMPORARY TWR AT CLM. THEY ADVISED THAT THERE WAS A TEMPORARY TWR AT CLM FOR APPROX 4 WEEKS THIS PAST SUMMER. IT WAS OPERATED BY THE WASHINGTON NATIONAL GUARD AND PROVIDED ADVISORIES ONLY. THE ARPT MGR ARRANGED FOR THE TWR BECAUSE OF RWY REPAVING. THE TWR OPERATED APPROX 12 HOURS EACH DAY. THERE WAS SOME MISCOORD INITIALLY IN GETTING THE NOTAM OUT AND MAKING PROPER DISTRIBUTION. THE NOTAM WASN'T SENT UNTIL AFTER THE FIRST DAY.
