Narrative:

Air carrier X on J149 wbound climbing to FL350. ZOB called to point out cga Y descending to FL290. About the same time, the traffic alert system activated. Air carrier X was at FL305 climbing and cga Y at FL332 descending. I told ZOB controller unable to point out, that my traffic was climbing to FL350 and would not turn left due to WX. I called traffic to air carrier X and he saw the traffic and said no factor. Cga Y passed about 2.2 miles behind the air carrier X. Air carrier X was going to the north of a large cell that was centered just south of J149. He got to about 3 mi from cleveland center's airspace. Our very narrow sectors and procedures require large turns to provide intrail spacing.

Title: CGA ENTERED ADJACENT AIRSPACE AND CONFLICTED WITH A CLIMBING ACR. A POINTOUT WAS NOT ACCEPTED.

Narrative: ACR X ON J149 WBOUND CLIMBING TO FL350. ZOB CALLED TO POINT OUT CGA Y DESCENDING TO FL290. ABOUT THE SAME TIME, THE TFC ALERT SYSTEM ACTIVATED. ACR X WAS AT FL305 CLIMBING AND CGA Y AT FL332 DESCENDING. I TOLD ZOB CTLR UNABLE TO POINT OUT, THAT MY TFC WAS CLIMBING TO FL350 AND WOULD NOT TURN LEFT DUE TO WX. I CALLED TFC TO ACR X AND HE SAW THE TFC AND SAID NO FACTOR. CGA Y PASSED ABOUT 2.2 MILES BEHIND THE ACR X. ACR X WAS GOING TO THE NORTH OF A LARGE CELL THAT WAS CENTERED JUST SOUTH OF J149. HE GOT TO ABOUT 3 MI FROM CLEVELAND CENTER'S AIRSPACE. OUR VERY NARROW SECTORS AND PROCS REQUIRE LARGE TURNS TO PROVIDE INTRAIL SPACING.
