Narrative:

Landed the aircraft west/O landing clearance. This was due to the first officer behind the aircraft (he was flying the aircraft), and the captain not recognizing that he was behind the aircraft. The 2 pilots were in the process of trying to slow the aircraft down and transition to the landing confign and the F/east was attempting to ensure that the aircraft was maintaining safe flight. As a result the tower was not called for landing clearance until the landing rollout was completed.
