Narrative:

I was working ground control position. Aircraft a requested to depart on runway 7L (runway 16 active runway). I requested permission from local, he approved it. Aircraft a was told to hold short of runway 7L, later told to cross runway 7L taxi to runway 7L. I had 2 aircraft previous to aircraft a taxi to runway 7L. I completely forgot we were on a runway 16 operation. We rarely work that runway 16 operation. I did not issue holding instructions to aircraft a. Aircraft a crossed runway 16 without my requesting crossing permission from local control. Aircraft B was landing on runway 16. How to better the chances of this not happening again? Either completely eliminate intersecting runways or make it mandatory to use the runway 16 operation a certain number of hours to ensure proficiency of the controllers.

Narrative: I WAS WORKING GND CTL POSITION. ACFT A REQUESTED TO DEPART ON RWY 7L (RWY 16 ACTIVE RWY). I REQUESTED PERMISSION FROM LOCAL, HE APPROVED IT. ACFT A WAS TOLD TO HOLD SHORT OF RWY 7L, LATER TOLD TO CROSS RWY 7L TAXI TO RWY 7L. I HAD 2 ACFT PREVIOUS TO ACFT A TAXI TO RWY 7L. I COMPLETELY FORGOT WE WERE ON A RWY 16 OPERATION. WE RARELY WORK THAT RWY 16 OPERATION. I DID NOT ISSUE HOLDING INSTRUCTIONS TO ACFT A. ACFT A CROSSED RWY 16 WITHOUT MY REQUESTING XING PERMISSION FROM LOCAL CTL. ACFT B WAS LNDG ON RWY 16. HOW TO BETTER THE CHANCES OF THIS NOT HAPPENING AGAIN? EITHER COMPLETELY ELIMINATE INTERSECTING RWYS OR MAKE IT MANDATORY TO USE THE RWY 16 OPERATION A CERTAIN NUMBER OF HOURS TO ENSURE PROFICIENCY OF THE CTLRS.
