Title: B737-800 flight crew reports landing with flaps 25 instead of the planed flaps 30 due to aircraft not fully configured at 1;000 feet AGL. At 500 feet a 'too low flaps' GPWS warning is issued and the First Officer suggests a go-around but the Captain elects to land.
