Bowman field, lou kentucky. Cleared by tower to taxi into position and hold. Captain busy with taxi checklist, wouldn't wait for first officer to complete checks and set up navaids. First officer heard stop light transport X, light transport X stop, when I stepped on the brakes. Looked up to see small single engine (small aircraft Y) right off our nose. Would have hit him if we proceeded further. Tower said they would overlook the incident this time since we were new to the field. Said normal procedure was to taxi to (company 'a') to the hold line when cleared to 'taxi into position and hold'. Then we were to ask permission to use all available runway (4600'). Then we were allowed to taxi onto the runway for takeoff. Problems/perceptions: both pilots had heads in cockpit. It was captain's turn to fly and he was PIC. First officer rushed to keep up with captain. Captain in too much of a hurry to take off. Continual problem. Very lucky I heard the tower say stop light transport X or this would have been a serious accident. Captain is 67, doesn't follow checklists, and carelessly in a hurry. First officer asked for change in capts. Also fault ATC. When cleared to taxi into position and hold, they must specify whether to taxi onto the active or taxi to the hold line. By the comments from ATC, this has happened before.

Title: FLT CREW OF SMALL JET MISUNDERSTANDS CLRNC FROM GND CTLR AND ATTEMPTS TO TAXI TO POSITION ON RWY, NARROWLY MISSING LNDG LIGHT SINGLE ENGINE ACFT.

Narrative: BOWMAN FIELD, LOU KENTUCKY. CLRED BY TWR TO TAXI INTO POSITION AND HOLD. CAPT BUSY WITH TAXI CHECKLIST, WOULDN'T WAIT FOR F/O TO COMPLETE CHECKS AND SET UP NAVAIDS. F/O HEARD STOP LTT X, LTT X STOP, WHEN I STEPPED ON THE BRAKES. LOOKED UP TO SEE SMALL SINGLE ENGINE (SMA Y) RIGHT OFF OUR NOSE. WOULD HAVE HIT HIM IF WE PROCEEDED FURTHER.
