Narrative:

Aircraft X was cleared for a visual approach to (ZZZ) an airport in southeast alsaka. The flight checked in with CTAF and was advised by someone on the CTAF radio that there was a disabled aircraft on the runway and instructed to make a 360 then report 3 mile final. The initial conversation between the OM; airport manager; and pilot of aircraft X indicated this was not a problem. ZZZ is an uncontrolled airport with no on field FSS or tower. The broadcast to aircraft X did not cause an incident for the flight. Quality control review indicates there was a 'fly in' event. This event recorded radio transmissions on ZZZ CTAF throughout the activity. Review of these recordings indicates someone authorized an inappropriate use of the CTAF radio to provide instructions to aircraft landing and departing the airport. There also appears to be inappropriate notice for parachute jumping activity that occurred. Aviation security has been contacted by zan. This is the event description in mor # [specified] was not the controller working the event; I am the lsc rep. Speaking with the asst. Atm at zan he told me that the incident was turned over to security who counseled with legal. Legal said it was fine; there was no problem. Needless to say; it rather took the controller and the pilots going in to ZZZ by surprise that there was a 'controller' there. There were other problems too. Per the asst. Atm; the ZZZ air show hired an out of state retired controller with air show experience to control the air show. The airport manager called flight service 5 minutes before operations commenced to issue a NOTAM. Appears a lot of procedures may not have been followed; i.e. Issuing notams; briefings; possibly a tfr; or air show approval.
