Narrative:

I had FAA inspector on jump seat. He and first officer were talking while waiting on the ground for takeoff while stopped with the brakes parked. He then mentioned it when leaving aircraft at destination. I told him I thought we were not taxiing when sitting still with the brakes parked. I wish this could be clarified as I heard about someone getting a violation for making a passenger announcement while stopped. Shall we use common sense and good judgement or not?

Title: FLT INSPECTOR AND FO HAD CONVERSATION WHILE ACFT WAS PARKED WAITING FOR TKOF CLRNC. INSPECTOR LATER MENTIONED TO CAPT THE STERILE COCKPIT RULE.

Narrative: I HAD FAA INSPECTOR ON JUMP SEAT. HE AND F/O WERE TALKING WHILE WAITING ON THE GND FOR TKOF WHILE STOPPED WITH THE BRAKES PARKED. HE THEN MENTIONED IT WHEN LEAVING ACFT AT DEST. I TOLD HIM I THOUGHT WE WERE NOT TAXIING WHEN SITTING STILL WITH THE BRAKES PARKED. I WISH THIS COULD BE CLARIFIED AS I HEARD ABOUT SOMEONE GETTING A VIOLATION FOR MAKING A PAX ANNOUNCEMENT WHILE STOPPED. SHALL WE USE COMMON SENSE AND GOOD JUDGEMENT OR NOT?
