Narrative:

Arriving air carrier X on vectors to downwind runway 8L was issued clearance to descend from 10,000'. The vector heading placed air carrier X on a track that would cross the runway 8R departure corridor 1 to 2 mi south of that runway. Fgt Y departed runway 8R on the alana 3 departure with approval to climb 'unrestricted' to 16,000'. The alana 3 departure clears departing aircraft to 5000' and to expect climb to requested altitude from departure control. With this restriction lifted fgt Y were now cleared to 16,000' without leveling off at 5000'. Seconds after air carrier X crossed over the runway 8R departure corridor, the pilot reported 'propwash from the fgt's'. No radar returns from fgt Y were yet observed. The first radar plot on fgt Y showed the lead aircraft climbing out of 14,900', approximately 4 mi south of runway 8R on a southbound track that had crossed over air carrier X inbound track. A maximum effort climb was made by fgt Y so as to arrive at their filed altitude of 16,000' within 6 mi of the departure runway. A near midair collision report was filed by the crew of air carrier X. In routing air carrier X across the departure corridor within 2 mi of the departure runway, and considering the altitude of air carrier X, vertical separation was anticipated to be maintained as the aircraft's paths were to cross. No knowledge of a maximum-effort climb by fgt Y was had, nor was it anticipated. Earlier fgt departures that morning were flown with a more standard and far less extreme climb profile. Supplemental information from acn 117022: we were en route from san francisco to honolulu on july xx, 1989. Approaching oahu, we were vectored from bambo, an entry point on the maggi two arrival, on a heading of 240 degree and assigned an altitude of 10,000 MSL. This heading placed our flight almost directly over honolulu airport. At this point we noticed an fgt in a vertical climb at our 11:30 position flying through our altitude about 1/2 mi distance. This fighter was followed shortly afterward by a second fgt at our 12 O'clock position and less than 1000'. No evasive action was required as the fighters were through our altitude before we had time to react.

WITH THIS RESTRICTION LIFTED FGT Y WERE NOW CLRED TO 16,000' WITHOUT LEVELING OFF AT 5000'. SECONDS AFTER ACR X CROSSED OVER THE RWY 8R DEP CORRIDOR, THE PLT REPORTED 'PROPWASH FROM THE FGT'S'. NO RADAR RETURNS FROM FGT Y WERE YET OBSERVED. IN ROUTING ACR X ACROSS THE DEP CORRIDOR WITHIN 2 MI OF THE DEP RWY, AND CONSIDERING THE ALT OF ACR X, VERTICAL SEPARATION WAS ANTICIPATED TO BE MAINTAINED AS THE ACFT'S PATHS WERE TO CROSS. NO KNOWLEDGE OF A MAX-EFFORT CLIMB BY FGT Y WAS HAD, NOR WAS IT ANTICIPATED. EARLIER FGT DEPS THAT MORNING WERE FLOWN WITH A MORE STANDARD AND FAR LESS EXTREME CLIMB PROFILE. SUPPLEMENTAL INFORMATION FROM ACN 117022: WE WERE ENRTE FROM SAN FRANCISCO TO HONOLULU ON JULY XX, 1989. APCHING OAHU, WE WERE VECTORED FROM BAMBO, AN ENTRY POINT ON THE MAGGI TWO ARRIVAL, ON A HDG OF 240 DEG AND ASSIGNED AN ALT OF 10,000 MSL. THIS HDG PLACED OUR FLT ALMOST DIRECTLY OVER HONOLULU ARPT.
