Narrative:

Approaching the chess lambert airport from the east with the sun at my back, I turned southbound over the VOR. While in the turn an small transport Y was observed to my right and below. I do not know if the small transport Y pilot used evasive action or not. Upon landing at the airport, I was told to call youngtown. I did so and was informed that the small transport Y pilot was going to file an incident report. I was informed after landing that the control zone was active, even though the commercial chart indicated that the zone was not active until XX00. As far as I knew the control zone even not active at my time of landing. My landing at chess was unscheduled because my passenger was very ill and would not respond to my voice. I monitored the unicom frequency about 8 mi from the airport and did not hear any position calls from the small transport Y, I called in from 5 or 6 mi out. As I had known of the small transport Y presence I could have avoided him approach area.

Title: CLOSE PROX GA-SMT GA-SMT AT NON TWR ARPT WITH ACTIVE CTL ZONE.

Narrative: APCHING THE CHESS LAMBERT ARPT FROM THE EAST WITH THE SUN AT MY BACK, I TURNED SBND OVER THE VOR. WHILE IN THE TURN AN SMT Y WAS OBSERVED TO MY RIGHT AND BELOW. I DO NOT KNOW IF THE SMT Y PLT USED EVASIVE ACTION OR NOT. UPON LNDG AT THE ARPT, I WAS TOLD TO CALL YOUNGTOWN. I DID SO AND WAS INFORMED THAT THE SMT Y PLT WAS GOING TO FILE AN INCIDENT REPORT. I WAS INFORMED AFTER LNDG THAT THE CONTROL ZONE WAS ACTIVE, EVEN THOUGH THE COMMERCIAL CHART INDICATED THAT THE ZONE WAS NOT ACTIVE UNTIL XX00. AS FAR AS I KNEW THE CONTROL ZONE EVEN NOT ACTIVE AT MY TIME OF LNDG. MY LNDG AT CHESS WAS UNSCHEDULED BECAUSE MY PAX WAS VERY ILL AND WOULD NOT RESPOND TO MY VOICE. I MONITORED THE UNICOM FREQ ABOUT 8 MI FROM THE ARPT AND DID NOT HEAR ANY POSITION CALLS FROM THE SMT Y, I CALLED IN FROM 5 OR 6 MI OUT. AS I HAD KNOWN OF THE SMT Y PRESENCE I COULD HAVE AVOIDED HIM APCH AREA.
