Narrative:

A WX balloon passed less than 100' overhead dead center with the fuselage. I saw it approximately 1000' away and had no time to maneuver if it had been necessary. Center said they had no knowledge of it. They later told us that one had been released at ama at XX00 am. This is the 2ND time this has happened to me in my career (that I know about). These balloons need to have an encoding transponder if there is any chance they might get into ATC airspace.
