Narrative:

Notification of usage of R5311, west 122, gsb echo MOA currently either goes through the MLS, watch desk, or area supervisor. Too often sector notification is either untimely or incorrect. As a result, aircraft all too often penetrate these areas on the assumption that they are cold/inactive when in fact they are hot/active. We should have the using agency notify/request the sector/sectors concerned directly. The sector then is responsible for notifying the area supervisor who is then responsible for updating the status board. Re: gsb echo MOA-gsbz calls the area supervisor who often releases the MOA without regard to traffic or notification of all sectors. Gsbz should return to the procedure of asking sam sector who then requests the area from adjacent sectors.

RE: GSB ECHO MOA-GSBZ CALLS THE AREA SUPVR WHO OFTEN RELEASES THE MOA WITHOUT REGARD TO TFC OR NOTIFICATION OF ALL SECTORS. GSBZ SHOULD RETURN TO THE PROC OF ASKING SAM SECTOR WHO THEN REQUESTS THE AREA FROM ADJACENT SECTORS.
