Narrative:

I was PIC of a us army mlt on a VFR flight plan at 9500' approaching the west coast of the chesapeake bay just southwest of the town of chesapeake beach when a passenger on the left side of the aircraft (in an aft-facing seat) motioned for me to look out the left rear passenger window, whereupon I observed a silver medium large transport transport aircraft initiating an evasive type turn to the left at about 60 degree bank and descending. I first observed the aircraft at about our 8:30 position and I lost sight of him as he passed our 9:30-10:00 position and then (he) descended towards annapolis and baltimore area. I was at a legal altitude for my heading and direction of travel, was monitoring ZDC and baltimore approach, and was squawking 1200/mode C on my transponder, but did not hear a conflict or traffic advisory being issued to the airliner. The airliner was descending through our altitude, we were 'off airways' navigating direct to kenton VOR, and well outside the washington TCA airspace. I'm sure the controller had our position and altitude on his radar. I do feel an aircraft approaching us from above and behind would have a hard time detecting us visually because of our olive drab and white paint scheme which would make us hard to detect against the background. Center should have turned him away from us before he got the far requirement for mode C transponder equipment in this airspace doesn't do much good if the controllers don't use the information in a timely manner!

Narrative: I WAS PIC OF A US ARMY MLT ON A VFR FLT PLAN AT 9500' APCHING THE WEST COAST OF THE CHESAPEAKE BAY JUST SW OF THE TOWN OF CHESAPEAKE BEACH WHEN A PAX ON THE LEFT SIDE OF THE ACFT (IN AN AFT-FACING SEAT) MOTIONED FOR ME TO LOOK OUT THE LEFT REAR PAX WINDOW, WHEREUPON I OBSERVED A SILVER MLG TRANSPORT ACFT INITIATING AN EVASIVE TYPE TURN TO THE LEFT AT ABOUT 60 DEG BANK AND DESCENDING. I DO FEEL AN ACFT APCHING US FROM ABOVE AND BEHIND WOULD HAVE A HARD TIME DETECTING US VISUALLY BECAUSE OF OUR OLIVE DRAB AND WHITE PAINT SCHEME WHICH WOULD MAKE US HARD TO DETECT AGAINST THE BACKGROUND. CENTER SHOULD HAVE TURNED HIM AWAY FROM US BEFORE HE GOT THE FAR REQUIREMENT FOR MODE C XPONDER EQUIPMENT IN THIS AIRSPACE DOESN'T DO MUCH GOOD IF THE CTLRS DON'T USE THE INFO IN A TIMELY MANNER!
