Narrative:

All events described took place at or near luga airport in the country of malta (south of sicily in the mediterranean sea) and involved an large transport aircraft. During engine start the right forward tank #2 fuel boost pump circuit breaker opened up. It was allowed to cool in accordance with afm and reset. On the takeoff roll the left forward boost pump circuit breaker opened and at liftoff the right aft boost pump circuit breaker opened. We suspected fuel contamination since the first fuel truck had fun out of fuel while fueling tank #2. We dumped fuel down to landing weight and returned to luga.
