Narrative:
Received an IFR clearance in dca at approximately xx local time in 6/89. Departure instructions read heading 050, climb to 20,000'. In line for departure, I requested a VFR departure with the tower in order to avoid thunderstorms. Tower did not issue an amended clearance, or a new squawk, but cleared us for takeoff and issued a 050 heading. We were switched to departure control, who inquired as to whether we were IFR or VFR. We informed him we were IFR. We proceeded on a 050 heading at 2000' until approximately 7 mi southwest of bwi at which time dca departure terminated radar service and instructed us to squawk XXXX. We did as instructed and found ourselves inside of the bwi arsa without a clearance.

Title: DEPARTED VFR WITH IFR FLT PLAN FILED. IN ARSA WITHOUT CLRNC.
Narrative: RECEIVED AN IFR CLRNC IN DCA AT APPROX XX LOCAL TIME IN 6/89. DEP INSTRUCTIONS READ HDG 050, CLIMB TO 20,000'. IN LINE FOR DEP, I REQUESTED A VFR DEP WITH THE TWR IN ORDER TO AVOID TSTMS. TWR DID NOT ISSUE AN AMENDED CLRNC, OR A NEW SQUAWK, BUT CLRED US FOR TKOF AND ISSUED A 050 HDG. WE WERE SWITCHED TO DEP CTL, WHO INQUIRED AS TO WHETHER WE WERE IFR OR VFR. WE INFORMED HIM WE WERE IFR. WE PROCEEDED ON A 050 HDG AT 2000' UNTIL APPROX 7 MI SW OF BWI AT WHICH TIME DCA DEP TERMINATED RADAR SERVICE AND INSTRUCTED US TO SQUAWK XXXX. WE DID AS INSTRUCTED AND FOUND OURSELVES INSIDE OF THE BWI ARSA WITHOUT A CLRNC.
