Narrative:

We were approaching monroe county airport and called tower. He advised us that our transmission was breaking up. He then advised us that if we heard him, to key our microphone 2 times. We did. He then told us to report base for runway 24. We did. On the approach he gave another aircraft a base for runway 6. We then stopped our approach, and broke to the left, circled to the left, and came in on runway 6 and landed. We went to the tower and he denied giving us runway 24. He said he was not going to write it up, that it never happened. As we left the tower, a second controller followed us and told us that we were right, and the first controller was wrong, and that he was going to report him to his supervisor.
