Narrative:

Flight of 2 aircraft. One with very poor radio. At departure, we were cleared in position and hold. The aircraft with poor radios (small aircraft Y) had told me he was able to hear everything ok. He wanted to depart. So I motioned to him to take the runway and hold. He departed instead of holding. We were on runway 2 and an small transport Z was on runway 9 departing. The small transport Z had to abort. I was in small aircraft X and held in place until later when I was cleared for departure. I later discovered out that he was still on ground frequency and had not heard the clearance to hold.

Title: A FORMATION OF 2 LIGHT ACFT IS ISSUED POSITION AND HOLD CLRNC, BUT THE LEAD ACFT, TUNED TO GND FREQ, BEGINS TKOF WITHOUT CLRNC, LEADING TO A CONFLICT WITH A DEPARTING COMMUTER ACFT.

Narrative: FLT OF 2 ACFT. ONE WITH VERY POOR RADIO. AT DEP, WE WERE CLRED IN POSITION AND HOLD. THE ACFT WITH POOR RADIOS (SMA Y) HAD TOLD ME HE WAS ABLE TO HEAR EVERYTHING OK. HE WANTED TO DEPART. SO I MOTIONED TO HIM TO TAKE THE RWY AND HOLD. HE DEPARTED INSTEAD OF HOLDING. WE WERE ON RWY 2 AND AN SMT Z WAS ON RWY 9 DEPARTING. THE SMT Z HAD TO ABORT. I WAS IN SMA X AND HELD IN PLACE UNTIL LATER WHEN I WAS CLRED FOR DEP. I LATER DISCOVERED OUT THAT HE WAS STILL ON GND FREQ AND HAD NOT HEARD THE CLRNC TO HOLD.
