Narrative:

Due to WX at our destination airport, newark int'l airport, we were in holding for the second time en route to our destination. Our original alternate was hartford, ct. Holding southwest of washington, dc, we changed the alternate airport to dulles. At the point we should have been holding for the alternate, due to fuel, I made the call to the company, we were diverting to dulles for fuel. When this was completed, the captain informed me that we were proceeding to newark and he had accepted a clearance to proceed. I pointed out that we would have insufficient fuel for an alternate but he insisted on proceeding to our destination. At that time newark ceiling and visibility was 1000 overcast and 5 mi. We landed with 4300 pounds of fuel, insufficient for any alternate. Cause: poor decision by captain and insufficient disapproval by first officer (me).

AT THE POINT WE SHOULD HAVE BEEN HOLDING FOR THE ALTERNATE, DUE TO FUEL, I MADE THE CALL TO THE COMPANY, WE WERE DIVERTING TO DULLES FOR FUEL. WHEN THIS WAS COMPLETED, THE CAPT INFORMED ME THAT WE WERE PROCEEDING TO NEWARK AND HE HAD ACCEPTED A CLRNC TO PROCEED. I POINTED OUT THAT WE WOULD HAVE INSUFFICIENT FUEL FOR AN ALTERNATE BUT HE INSISTED ON PROCEEDING TO OUR DEST. AT THAT TIME NEWARK CEILING AND VISIBILITY WAS 1000 OVERCAST AND 5 MI. WE LANDED WITH 4300 LBS OF FUEL, INSUFFICIENT FOR ANY ALTERNATE. CAUSE: POOR DECISION BY CAPT AND INSUFFICIENT DISAPPROVAL BY F/O (ME).
