Narrative:

Contract maintenance was in cockpit [neither] unsupervised nor observed by any crew member. We were both in operations flight planning return leg. Disregarding normal safety practices; contract maintenance did not ensure flight controls were safe to move prior to actuating. Consequently; aircraft was seriously damaged and refueling personnel nearly injured when contract maintenance moved flap lever with fuel truck connected.
