Narrative:
I was working sector 28, ZLC. Air carrier X was en route at FL350 when I observed beacon code XXXX spill-out of R6406. I dropped air carrier X to FL340 when clover control climbed their flight to FL360. The pilot of air carrier X reported having fgt's in sight and indicated 'no problem'.

Title: ACR WAS DESCENDED TO AVOID CONFLICTION WITH AN FGT LEAVING A RESTRICTED AREA WITHOUT AUTHORIZATION.
Narrative: I WAS WORKING SECTOR 28, ZLC. ACR X WAS ENRTE AT FL350 WHEN I OBSERVED BEACON CODE XXXX SPILL-OUT OF R6406. I DROPPED ACR X TO FL340 WHEN CLOVER CTL CLIMBED THEIR FLT TO FL360. THE PLT OF ACR X REPORTED HAVING FGT'S IN SIGHT AND INDICATED 'NO PROBLEM'.
