Narrative:

Conducting IOE for first officer (not flying) during regular scheduled flight bellingham (bli) to seattle (sea). Issued clearance by center to cross the seattle 25 DME at/maintain 7000. Failed to initiate a descent in time to comply with restriction. Contacting sea approach was recleared to maintain 7000. Not certain if this clearance was issued prior to the 25 DME fix. Contributing factors: first officer extremely behind in his duties, monitoring him, working radios and flying the approach all distracting. Also: company training of new first officer's very deficient in non flying duty familiarization. Should not really have to see and deal with this degree of ignorance in on-line IOE.

CONTRIBUTING FACTORS: F/O EXTREMELY BEHIND IN HIS DUTIES, MONITORING HIM, WORKING RADIOS AND FLYING THE APCH ALL DISTRACTING. ALSO: COMPANY TRAINING OF NEW F/O'S VERY DEFICIENT IN NON FLYING DUTY FAMILIARIZATION. SHOULD NOT REALLY HAVE TO SEE AND DEAL WITH THIS DEGREE OF IGNORANCE IN ON-LINE IOE.
