Narrative:

Radar OJT in progress. Fgt X departed shaw AFB eastbound, after some communication problems. I established 2-WAY communication and fgt X was climbing to FL230. I took handoff on fgt Y at FL220 wbound to shaw AFB and I amended fgt X to FL210 (fgt X was still in a climb) and I received a 'roger' my trainee called traffic to fgt X, but he did not reply. Fgt Y then replied 'radar-tally'. Fgt X's mode C showed FL213 and I radio checked and advised him to maintain FL210, and fgt Y to climb to FL230. 3 controllers heard a 'roger' after fgt X was given an amended clearance and everything was 'by the book'. Listening to playback tape numerous times, it was determined the 'roger' was not a roger, but another aircraft ending his transmission. When fgt X did not reply to traffic call another call should have been made.

Narrative: RADAR OJT IN PROGRESS. FGT X DEPARTED SHAW AFB EBND, AFTER SOME COM PROBLEMS. I ESTABLISHED 2-WAY COM AND FGT X WAS CLIMBING TO FL230. FGT X'S MODE C SHOWED FL213 AND I RADIO CHECKED AND ADVISED HIM TO MAINTAIN FL210, AND FGT Y TO CLIMB TO FL230. 3 CTLRS HEARD A 'ROGER' AFTER FGT X WAS GIVEN AN AMENDED CLRNC AND EVERYTHING WAS 'BY THE BOOK'. LISTENING TO PLAYBACK TAPE NUMEROUS TIMES, IT WAS DETERMINED THE 'ROGER' WAS NOT A ROGER, BUT ANOTHER ACFT ENDING HIS XMISSION. WHEN FGT X DID NOT REPLY TO TFC CALL ANOTHER CALL SHOULD HAVE BEEN MADE.
