Reaching FL310; we received a 'display cool' master caution message momentarily then went out. Approximately 5 minutes later; the same message 'display cool' came on again. Ran QRH; message stayed on and we diverted. Emergency declared. Potential loss of all displays.

Title: CRJ200 Captain experiences a display cooling system malfunction at FL310. QRH procedures have no effect and the flight diverts to a suitable airport.
Narrative: Reaching FL310; we received a 'display cool' master caution message momentarily then went out. Approximately 5 minutes later; the same message 'display cool' came on again. Ran QRH; Message stayed on and we diverted. Emergency declared. Potential loss of all displays.
