Narrative:

During takeoff on runway 27L, after liftoff, I noted a vehicle on the runway. Apparently, the runway had previously been closed, however, during my briefing from FSS, st petersburg, they failed to inform me of the closure, principally because the NOTAM regarding the closure, issued may/sat/89, reflected the relevant times as 0330 Z to 0600 Z instead of 0330 Z to 1000 Z (0600 local time). NOTAM issuing authorities should insure that NOTAMS are issued in zulu time. During runway closure periods, whether notamed or not, the airport authority should 'X' out and barricade the appropriate runway.
