Narrative:

Light rain and standing water on majority of ramp area. Pilot began taxi after taxi clearance was given. Standing water is not unusual at NAS. No warnings given of unusually deep standing water. Right propeller struck water while taxiing on designated taxi route. Caused engine shutdown from water ingestion, and substantial propeller and engine damage, from sudden stoppage. 1) problem arose from standing water, no wind and clear water--pilots had not depth perception of water's depth. 2) factors: no ground control warning, lack of depth perception. Standing water is the norm after heavy rainfall, and pilots during a 3 yr period at NAS have never found depth of standing water a problem. No notice of construction to sewer drainage system. 3) discovery, engine shutdown and damage observation. 4) NAS ground operations notified of standing water and the unusual water depth. 5) perceptions: taking the standing water as a usual occurrence and not considering the potential problem. Water clarity and no wind, water on black tarmac--no depth perception. 6) performance: north/a. 7) action: none by NAS officials as of this writing. Engine and propeller replaced.

Narrative: LIGHT RAIN AND STANDING WATER ON MAJORITY OF RAMP AREA. PLT BEGAN TAXI AFTER TAXI CLRNC WAS GIVEN. STANDING WATER IS NOT UNUSUAL AT NAS. NO WARNINGS GIVEN OF UNUSUALLY DEEP STANDING WATER.
