Narrative:

Aircraft parked on the ground in front of customs inspection area brown field, san diego, ca. Customs inspector #abc filed form enf 3 sd:otm to FSS. San diego in violation of rules requiring markings less than 12'. This apparently is a rule for aircraft crossing an ADIZ area. My markings were of the type that were not painted on, and blew off in flight. I have been interrogated by FSS violation action to follow. I plan to apply permanent numbers when the aircraft is repainted.
