Narrative:

Atx departed mci, was climbed to 6000, direct to pwe, handed off to zks and communication transferred approximately 20 mi northwest of mci. An small transport was handed off to mci and called level at 7000. The small transport was turned to 160 degree and descended to 5000. Then he was turned to 120 degree and to 090 degree and issued the atx traffic. Immediately after that, small transport was turned further to 070 degree and reissued traffic. The small transport did not see the traffic and was told when traffic passed off his right.

Title: WHILE BEING RADAR VECTORED AND DESCENDING, AN SMT CAME IN CLOSE PROX TO A DEPARTING ACFT.

Narrative: ATX DEPARTED MCI, WAS CLIMBED TO 6000, DIRECT TO PWE, HANDED OFF TO ZKS AND COM TRANSFERRED APPROX 20 MI NW OF MCI. AN SMT WAS HANDED OFF TO MCI AND CALLED LEVEL AT 7000. THE SMT WAS TURNED TO 160 DEG AND DESCENDED TO 5000. THEN HE WAS TURNED TO 120 DEG AND TO 090 DEG AND ISSUED THE ATX TFC. IMMEDIATELY AFTER THAT, SMT WAS TURNED FURTHER TO 070 DEG AND REISSUED TFC. THE SMT DID NOT SEE THE TFC AND WAS TOLD WHEN TFC PASSED OFF HIS RIGHT.
