Narrative:

The following clearance was received from srq clearance delivery. 'After departure turn to 320 degree squawk XXXX contact departure control on 119.65'. Upon contacting departure I advised that I was climbing to 5500'. Departure control acknowledged. After reaching 5500' I was told that I had been given an altitude restriction of 1600'. If I had been given a climb restriction, clearance delivery should have alerted me when I contacted them and told them that I was climbing to 5500'.

Title: GND CLRNC DELIVERY AT SRQ GAVE PLT OF SMA ACFT DEP CLRNC OF TURN AND SQUAWK. NOTHING ABOUT A RESTRICTION. AFTER REACHING 5500 MSL PLT WAS ADVISED BY TPA TRACON HE HAD A RESTRICTION OF 1600'.

DEP CTL ACKNOWLEDGED. AFTER REACHING 5500' I WAS TOLD THAT I HAD BEEN GIVEN AN ALT RESTRICTION OF 1600'. IF I HAD BEEN GIVEN A CLIMB RESTRICTION, CLRNC DELIVERY SHOULD HAVE ALERTED ME WHEN I CONTACTED THEM AND TOLD THEM THAT I WAS CLIMBING TO 5500'.
