Narrative:

While on brush 1 arrival to stl, ZKC cleared us (air carrier flight xx) to cross brush intersection at or below FL180. When descending through FL210, the center controller cleared us to level off at FL200 and gave us a right turn (+/-30 degrees?). When level at FL200, we were at 72 DME stl (brush intersection = 68 DME). Had we continued descent rather than level off, we would have crossed brush intersection at FL180. We were then given further descent and handed over to stl approach control. Shortly thereafter, the controller informed us that the center had phoned and said we were subject to a 'possible pilot deviation.'
