Narrative:
5/mon/89, I departed oak runway 27L. Time was pm local. WX was good VFR. Normally I go IFR, but today I requested flight following. I got an immediate right downwind departure and made a fast climb to 2500'. Handed off to bay approach. I remained at this altitude until I was abeam the approach end of runway 28L at hwd. Positioned myself with highway 580 on my left, highway 17 on my right, and began a climb at the 4500' section of the TCA, idented by the highway 580 turn toward castro valley. Approximately 2 mins later bay approach called (135.4), 'what is you altitude?' I often get asked that, so I replied, '3600'.' the controller immediately replied, 'you have violated the 3000' segment of the TCA.' I made no reply, but immediately pushed the nose over to 3000'. Other than some confusion with my correct registration #, and bay not copying my handoff acknowledgement, the flight proceeded normally from that point. I fly IFR 95% of the time and have never had a problem before--but perhaps become too complacent and should have used my TCA chart instead of the sectional for more accurate identify. I was repositioning an aircraft for company (my employer) at this time.

Title: PLT DEPARTING ARPT WITHIN TCA, CLIMBED TOO SOON AND PENETRATED FLOOR OF TCA. USING FLT FOLLOWING, APCH CALLED DEVIATION TO HIS ATTENTION. RETURNED TO PROPER ALT.

I GOT AN IMMEDIATE RIGHT DOWNWIND DEP AND MADE A FAST CLB TO 2500'. HANDED OFF TO BAY APCH. I REMAINED AT THIS ALT UNTIL I WAS ABEAM THE APCH END OF RWY 28L AT HWD.
