Narrative:

After complete preflight check of aircraft, taxied small transport X to runway 20 at aoo. Took off and contacted ZOB on 128.45, was given clearance to jst. I then proceeded as directed. Cle directed on several different headings (vectors). Then I was told to climb and maintain 6000' from 5000'. I complied. At 6000' I experienced moderate rime ice. I used the de-ice boots twice to remove ice from wings and propellers. Center then told me to descend and maintain 5000', and I complied and reported level at 5000'. Center then told me to intercept the 326 degree right for an approach to jst. I was having trouble picking up the reciprocal 146 degree right inbound and told them so. Center gave me a vector of 170 degrees to intercept. I did and saw a 'to' indication on course. Center cleared me for the approach, to contact jst FSS on 123.6. I read back clearance and changed frequencys. Called jst radio and told them I was on the approach at about 4000'. I broke out of clouds and was in definite VFR conditions. I descended to about 2800' VFR and started to visually look for the airport. After several mins and not seeing the airport I looked again at the #1 VOR-HSI, and saw a navigation flag, realizing something was wrong I immediately switched #2 navigation VOR to the jst frequency 113.0. Turned obs to the 146 degree right inbound course and found a 'from' indication. Immediately I called missed approach to jst radio on 123.6, then declared missed approach with center. Also immediately initiated published missed approach procedure. Center then gave me vectors to rumml NDB to hold. I complied. Center then cleared me for ILS 33 approach to jst, and to contact jst radio on 123.6. I complied. The ILS approach went fine and I proceeded to land. Upon landing the left main landing gear tire blew out. I maintained directional control with right and kept aircraft going straight down runway. (Runway length 5486' X 150') and came to complete stop approximately 1500' from end of runway, 3' from centerline. However, I was told later I had approximately a 25 KT tailwind, 15 KTS above tailwind component. Only damage to aircraft was blown tire and brake hose. To summarize I need to stay more ahead of plane and stay out of ice conditions.

CLE DIRECTED ON SEVERAL DIFFERENT HDGS (VECTORS). THEN I WAS TOLD TO CLB AND MAINTAIN 6000' FROM 5000'. I COMPLIED. AT 6000' I EXPERIENCED MODERATE RIME ICE.
