Narrative:

An event occurred during a VFR flight in MVFR conditions from crq to IAP. Shortly after takeoff ATC was contacted for traffic advisories. ATC was advised of the intended route of flight. The preferred route of flight was described as following the shoreline north to the queen mary thence through the lax TCA shoreline route north, to exit the TCA along the shoreline, thence continue to the destination. Contact was maintained with ATC as the flight progressed uneventfully, north along the shoreline. Cruising altitude was established at 4500'. During handoff from one controller to the next, the appropriate routing information was repeated upon request and acknowledged by ATC. This procedure is routine and has been followed many times. In past flts, handoff would proceed from the last controller to the controller for the entry phase into the lax TCA. Past experience has shown that in the event lax was unable to allow use of the shoreline route, ample notice would be given by the last controller so that an alternative route could be formulated. No comment from the controller indicated that use of the shoreline route would be granted. On this occasion the controller offered no comment until the flight reached the edge of the lax TCA. At this point the controller advised the flight was leaving his airspace, to squawk 1200 and resume own navigation. Because of the proximity of the TCA there was not time to contact the controling agency for the lax TCA. Rather, in order to avoid an unauthorized penetration of the TCA, a sharp left turn was initiated. Upon contacting the TCA controller, permission was declined for use of the shoreline route. Instead the flight proceeded through the VFR (santa monica) corridor.

Title: SMA DENIED PERMISSION TO ENTER TCA AT THE LAST MOMENT.

Narrative: AN EVENT OCCURRED DURING A VFR FLT IN MVFR CONDITIONS FROM CRQ TO IAP. SHORTLY AFTER TKOF ATC WAS CONTACTED FOR TFC ADVISORIES. ATC WAS ADVISED OF THE INTENDED ROUTE OF FLT. THE PREFERRED ROUTE OF FLT WAS DESCRIBED AS FOLLOWING THE SHORELINE N TO THE QUEEN MARY THENCE THROUGH THE LAX TCA SHORELINE ROUTE N, TO EXIT THE TCA ALONG THE SHORELINE, THENCE CONTINUE TO THE DEST. CONTACT WAS MAINTAINED WITH ATC AS THE FLT PROGRESSED UNEVENTFULLY, N ALONG THE SHORELINE. CRUISING ALT WAS ESTABLISHED AT 4500'. DURING HDOF FROM ONE CTLR TO THE NEXT, THE APPROPRIATE ROUTING INFO WAS REPEATED UPON REQUEST AND ACKNOWLEDGED BY ATC. THIS PROC IS ROUTINE AND HAS BEEN FOLLOWED MANY TIMES. IN PAST FLTS, HDOF WOULD PROCEED FROM THE LAST CTLR TO THE CTLR FOR THE ENTRY PHASE INTO THE LAX TCA. PAST EXPERIENCE HAS SHOWN THAT IN THE EVENT LAX WAS UNABLE TO ALLOW USE OF THE SHORELINE ROUTE, AMPLE NOTICE WOULD BE GIVEN BY THE LAST CTLR SO THAT AN ALTERNATIVE ROUTE COULD BE FORMULATED. NO COMMENT FROM THE CTLR INDICATED THAT USE OF THE SHORELINE ROUTE WOULD BE GRANTED. ON THIS OCCASION THE CTLR OFFERED NO COMMENT UNTIL THE FLT REACHED THE EDGE OF THE LAX TCA. AT THIS POINT THE CTLR ADVISED THE FLT WAS LEAVING HIS AIRSPACE, TO SQUAWK 1200 AND RESUME OWN NAV. BECAUSE OF THE PROX OF THE TCA THERE WAS NOT TIME TO CONTACT THE CTLING AGENCY FOR THE LAX TCA. RATHER, IN ORDER TO AVOID AN UNAUTH PENETRATION OF THE TCA, A SHARP LEFT TURN WAS INITIATED. UPON CONTACTING THE TCA CTLR, PERMISSION WAS DECLINED FOR USE OF THE SHORELINE ROUTE. INSTEAD THE FLT PROCEEDED THROUGH THE VFR (SANTA MONICA) CORRIDOR.
