Narrative:

After receiving the ATIS and switching to ground control, I requested the longest runway explaining that the aircraft had just came out of the repair station, and this was going to be a check flight. I was given the active runway which was #6. Arriving at the hold line for #6, I did my runup with more than normal care and attention due to a faulty fuel system. On completion of runup, I advised tower that I was ready for an immediate departure. It was at this time that I believe clearance was given for departure, and instructed to report queen city airport (5.3 NM) away. After departure tower advised me to turn to a right downwind for runway 6 and cleared me to land. I advised tower that I was cleared for my destination at queen city. At this time the controller got very indignant, yelling over the microphone, 'I said you're clear to land runway 6, and contact ground controller for a message after landing.' after leaving the active runway, I contacted ground control and was told to taxi back to my starting point. I was halfway across the airport as instructed when ground control again contacted me to make a 180 degree turn and return to the active for departure, and that they would have a phone # for me to call on my arrival at queen city. When I arrived at queen city, I called and was told that I had not gotten clearance to depart. I am extremely upset for a number of reasons: 1) from a standpoint of safety, they were told that this was in effect a maintenance flight with the ever present possibility of a malfunction. 2) I was in radio contact, and also available by phone and could see no reason to make me return to land from a climbing confign. 3) I feel that the obvious arrogant attitude and the gestapo like tactics used in making me taxi all around the airport was unnecessary and resulted in taking my mind and concentration away from what could have been a serious and life threatening situation. 4) possible additional damage could have been caused by supercooling the engine, going from a climb to a landing throttle setting in a manner of seconds. The FAA has change from an organization that we could look to for help and guidance to an organization of young, arrogant, loud mouth, ill mannered punks, with police authority!

Title: ACFT DEPARTED ARPT WITHOUT A CLRNC.

AFTER DEP TWR ADVISED ME TO TURN TO A RIGHT DOWNWIND FOR RWY 6 AND CLRED ME TO LAND. I ADVISED TWR THAT I WAS CLRED FOR MY DEST AT QUEEN CITY. AT THIS TIME THE CTLR GOT VERY INDIGNANT, YELLING OVER THE MIC, 'I SAID YOU'RE CLR TO LAND RWY 6, AND CONTACT GND CTLR FOR A MESSAGE AFTER LNDG.' AFTER LEAVING THE ACTIVE RWY, I CONTACTED GND CTL AND WAS TOLD TO TAXI BACK TO MY STARTING POINT. I WAS HALFWAY ACROSS THE ARPT AS INSTRUCTED WHEN GND CTL AGAIN CONTACTED ME TO MAKE A 180 DEG TURN AND RETURN TO THE ACTIVE FOR DEP, AND THAT THEY WOULD HAVE A PHONE # FOR ME TO CALL ON MY ARR AT QUEEN CITY. WHEN I ARRIVED AT QUEEN CITY, I CALLED AND WAS TOLD THAT I HAD NOT GOTTEN CLRNC TO DEPART. I AM EXTREMELY UPSET FOR A NUMBER OF REASONS: 1) FROM A STANDPOINT OF SAFETY, THEY WERE TOLD THAT THIS WAS IN EFFECT A MAINT FLT WITH THE EVER PRESENT POSSIBILITY OF A MALFUNCTION. 2) I WAS IN RADIO CONTACT, AND ALSO AVAILABLE BY PHONE AND COULD SEE NO REASON TO MAKE ME RETURN TO LAND FROM A CLBING CONFIGN. 3) I FEEL THAT THE OBVIOUS ARROGANT ATTITUDE AND THE GESTAPO LIKE TACTICS USED IN MAKING ME TAXI ALL AROUND THE ARPT WAS UNNECESSARY AND RESULTED IN TAKING MY MIND AND CONCENTRATION AWAY FROM WHAT COULD HAVE BEEN A SERIOUS AND LIFE THREATENING SITUATION. 4) POSSIBLE ADDITIONAL DAMAGE COULD HAVE BEEN CAUSED BY SUPERCOOLING THE ENG, GOING FROM A CLB TO A LNDG THROTTLE SETTING IN A MANNER OF SECS. THE FAA HAS CHANGE FROM AN ORGANIZATION THAT WE COULD LOOK TO FOR HELP AND GUIDANCE TO AN ORGANIZATION OF YOUNG, ARROGANT, LOUD MOUTH, ILL MANNERED PUNKS, WITH POLICE AUTHORITY!
