Narrative:

Frequency 127.95; used by maiquetia from the southeast border near vumpi and extending approximately 600 miles northwest; is basically unuseable and unsafe for air traffic control. The 'squeal' transmitted with all ATC transmissions is so loud as to cause pain. Their instructions are unreadable at a safe volume. In the event we; or any aircraft; had to coordinate emergency actions; or receive emergency instructions from ATC; the likelihood of understanding their transmission is very minimal. The burden and frustration a crew might encounter in order to communicate with ATC at this point would only compound what might already be a task saturated situation. In summation; the existing 'squeal' on maiquetia 127.95 is unsafe. This noise interference occurs every time I fly through their airspace.
