Narrative:

I was PIC of a cap sel aircraft operating out of btv. On board also, were 2 other experienced pilots, one of which is also a CFI. We were practicing as a crew on air search and rescue techniques, while participating on a cap practice mission. The ground controller cleared us to taxi from the FBO via alpha taxiway to hold short of runway 15, to expect runway 19 for departure. (This runway is used a majority of the time for GA aircraft.) the tower controller, I believe, cleared us for takeoff on runway 19 via the intersection of 15 and 19, via our present position on alpha, which is what I believe what I read back. As we taxied into position on runway 19, I transmitted that I was now rolling on 19. The controller then said to continue the takeoff, that we were now cleared for takeoff on runway 19, but had been previously been cleared for takeoff on runway 15. The other pilot in the right seat was doing the actual flying. All 3 of us had a 'hush-a-communication' interphone headset on for clear communications, and we thought that we received a takeoff clearance on runway 19. No conflicts resulted from this, but several recommended solutions are: when a change in departure runway instructions is made, the controller should so state, 'change your departure runway now, to runway 15 from intersection alpha, over.' the word 'change' alerts the crew that something different is being issued from previous instructions or expectations.

Title: CIVIL AIR PATROL SMA MADE A TKOF ON THE WRONG RWY AT BTV.

Narrative: I WAS PIC OF A CAP SEL ACFT OPERATING OUT OF BTV. ON BOARD ALSO, WERE 2 OTHER EXPERIENCED PLTS, ONE OF WHICH IS ALSO A CFI. WE WERE PRACTICING AS A CREW ON AIR SEARCH AND RESCUE TECHNIQUES, WHILE PARTICIPATING ON A CAP PRACTICE MISSION. THE GND CTLR CLRED US TO TAXI FROM THE FBO VIA ALPHA TXWY TO HOLD SHORT OF RWY 15, TO EXPECT RWY 19 FOR DEP. (THIS RWY IS USED A MAJORITY OF THE TIME FOR GA ACFT.) THE TWR CTLR, I BELIEVE, CLRED US FOR TKOF ON RWY 19 VIA THE INTXN OF 15 AND 19, VIA OUR PRESENT POS ON ALPHA, WHICH IS WHAT I BELIEVE WHAT I READ BACK. AS WE TAXIED INTO POS ON RWY 19, I XMITTED THAT I WAS NOW ROLLING ON 19. THE CTLR THEN SAID TO CONTINUE THE TKOF, THAT WE WERE NOW CLRED FOR TKOF ON RWY 19, BUT HAD BEEN PREVIOUSLY BEEN CLRED FOR TKOF ON RWY 15. THE OTHER PLT IN THE RIGHT SEAT WAS DOING THE ACTUAL FLYING. ALL 3 OF US HAD A 'HUSH-A-COM' INTERPHONE HEADSET ON FOR CLEAR COMS, AND WE THOUGHT THAT WE RECEIVED A TKOF CLRNC ON RWY 19. NO CONFLICTS RESULTED FROM THIS, BUT SEVERAL RECOMMENDED SOLUTIONS ARE: WHEN A CHANGE IN DEP RWY INSTRUCTIONS IS MADE, THE CTLR SHOULD SO STATE, 'CHANGE YOUR DEP RWY NOW, TO RWY 15 FROM INTXN ALPHA, OVER.' THE WORD 'CHANGE' ALERTS THE CREW THAT SOMETHING DIFFERENT IS BEING ISSUED FROM PREVIOUS INSTRUCTIONS OR EXPECTATIONS.
