Narrative:

MTR Y was inbound for xray (the overhead approach). My trnee issued MTR Y an altitude of 6000'. MTR X was inbound on a TACAN approach waiting for a visibility approach clearance. MTR Y and MTR X closed to 3 mi when I issued traffic and told MTR X to hold his altitude. (He had reported at 6800'.) he leveled at 6500'.
