Narrative:

When flying VFR under the ny TCA at 2700' MSL, opp direction traffic passed directly overhead approximately 300' higher. The floor of the TCA was 3000'. Ny approach control is generally uncooperative with VFR advisories in this area and IFR flight often takes as much as 50% longer because of longer routes often turning this 1 hour flight into one taking 1 hour + 30 mins or more. Suggest that traffic flying VFR under a TCA fly at least 500' below the floor if possible to avoid conflict.

Narrative: WHEN FLYING VFR UNDER THE NY TCA AT 2700' MSL, OPP DIRECTION TFC PASSED DIRECTLY OVERHEAD APPROX 300' HIGHER. THE FLOOR OF THE TCA WAS 3000'. NY APCH CTL IS GENERALLY UNCOOPERATIVE WITH VFR ADVISORIES IN THIS AREA AND IFR FLT OFTEN TAKES AS MUCH AS 50% LONGER BECAUSE OF LONGER ROUTES OFTEN TURNING THIS 1 HR FLT INTO ONE TAKING 1 HR + 30 MINS OR MORE. SUGGEST THAT TFC FLYING VFR UNDER A TCA FLY AT LEAST 500' BELOW THE FLOOR IF POSSIBLE TO AVOID CONFLICT.
