Narrative:

Had a rejected takeoff because of the isi. On the takeoff roll we had a red IAS message and a yellow message; but couldn't catch what it was. Went back to the gate and maintenance said there wouldn't be any codes since it is a direct instrument and that they would have to do a taxi test. Well we never received the message on the taxi so the first officer and I felt that it would need a high speed taxi. I called dispatch and got the okay from them and went and did the test. We were to do the test on 1R. On the taxi to 1R we never got too fast but never received the message. Once on the runway I pushed up the power levers and we had the red IAS message and a yellow ssec message. The speed on the isi hung and didn't match the pfd 1 and 2. Maintenance saw all what they needed and we went back to the gate. Once back at the gate the maintenance went to look at what ssec meant. It meant that there was an internal fault. After the high speed test I asked is this going to take a while and was told yes. So the first officer and I went to go eat. After finishing eating I received a phone call from scheduling saying it was fixed. I found this odd that it was fixed so fast. I went to the airplane to talk to maintenance and they had already left. I called maintenance control and asked if we could do another high speed taxi and was told no. I went to look in the can to see what had been fixed and all was done was water drained. I am not a mechanic but water in the line doesn't make an internal fault within the instrument. So we went back out to runway with passengers again and this time; as we were putting power in; we got the ssec message first then the red IAS message. We went straight to the gate and waited a while for maintenance to show up and ask why we didn't do another high speed taxi. I was shocked by their answer. They told me that they wanted to; but were turned down by maintenance control. I was beyond upset because the first officer and I wanted to do another one as well as maintenance. It was so embarrassing to have the same issue happen twice.

Title: A DHC-8-400 flight crew rejected their takeoff due to IAS warning messages. A high speed taxi test confirmed the fault. Maintenance was performed.
