Narrative:

My aircraft was on local traffic survey, as we are everyday, mon-fri, am and pm. We were called to an area approximately 4 mi northwest of dkx to assist the police department with a foot pursuit situation. Police were trying to catch a subject and we have police radios and direct communications with the police. Our traffic reporting competition, flying an small aircraft, came into the area and proceeded to fly directly at me. He repeated this 3 times in a 5 min period. To avoid any further potential problem, I departed the area. A situation very similar to this occurred almost 2 yrs ago. Although I filed a complaint with numerous letters of the account of the incident to the FAA nashville, no action of any kind was taken, although I had to answer a counter-complaint filed by competitor to the FAA. I believe that the competitive situation (2 traffic reporting planes) had something to do with this incident, just as it did 2 yrs ago. Because of the expense and aggravation I had to go through 2 yrs ago with no satisfaction, I feel as though it would be futile to file a complaint with the FAA. There is no communication at all between myself and my competition, I have on numerous occasions, offered to talk with anyone, anywhere at anytime if it would help improve the situation relative to safety. To this date there have been no takers. Callback conversation with reporter revealed the following: call made to counsel/offer suggestions to reporter to help resolve situation. He states he has tried to get police, FAA, competition pilot and/or any and all who would be involved to have a meeting and discussions to develop more safe operations. Nobody wants to get involved. Apparently these 2 stations are so extremely competitive that even management won't talk to each other. Reporter is independent contractor so can't push station management to support him. He does a great deal of other flying in the area and has a reputation to consider, as well as safety, so he normally just leaves when the other pilot becomes so aggressive. Lack of safety concern is so extreme that other pilot uses no radio communication when leaving or returning to the airport, an uncontrolled field. Only thing he does right is to make a left hand pattern. Fortunately this behavior does not happen all the time. Reporter especially disturbed that when he tried to create a safer situation 2 yrs ago, he ended up being the accused. Felt too much emotional trauma and expense involved with no result, so will not attempt any such action again.

HE REPEATED THIS 3 TIMES IN A 5 MIN PERIOD. TO AVOID ANY FURTHER POTENTIAL PROB, I DEPARTED THE AREA. A SITUATION VERY SIMILAR TO THIS OCCURRED ALMOST 2 YRS AGO. ALTHOUGH I FILED A COMPLAINT WITH NUMEROUS LETTERS OF THE ACCOUNT OF THE INCIDENT TO THE FAA NASHVILLE, NO ACTION OF ANY KIND WAS TAKEN, ALTHOUGH I HAD TO ANSWER A COUNTER-COMPLAINT FILED BY COMPETITOR TO THE FAA. BECAUSE OF THE EXPENSE AND AGGRAVATION I HAD TO GO THROUGH 2 YRS AGO WITH NO SATISFACTION, I FEEL AS THOUGH IT WOULD BE FUTILE TO FILE A COMPLAINT WITH THE FAA. THERE IS NO COM AT ALL BTWN MYSELF AND MY COMPETITION, I HAVE ON NUMEROUS OCCASIONS, OFFERED TO TALK WITH ANYONE, ANYWHERE AT ANYTIME IF IT WOULD HELP IMPROVE THE SITUATION RELATIVE TO SAFETY. HE DOES A GREAT DEAL OF OTHER FLYING IN THE AREA AND HAS A REPUTATION TO CONSIDER, AS WELL AS SAFETY, SO HE NORMALLY JUST LEAVES WHEN THE OTHER PLT BECOMES SO AGGRESSIVE. LACK OF SAFETY CONCERN IS SO EXTREME THAT OTHER PLT USES NO RADIO COM WHEN LEAVING OR RETURNING TO THE ARPT, AN UNCONTROLLED FIELD. ONLY THING HE DOES RIGHT IS TO MAKE A LEFT HAND PATTERN. FORTUNATELY THIS BEHAVIOR DOES NOT HAPPEN ALL THE TIME. RPTR ESPECIALLY DISTURBED THAT WHEN HE TRIED TO CREATE A SAFER SITUATION 2 YRS AGO, HE ENDED UP BEING THE ACCUSED. FELT TOO MUCH EMOTIONAL TRAUMA AND EXPENSE INVOLVED WITH NO RESULT, SO WILL NOT ATTEMPT ANY SUCH ACTION AGAIN.
