Narrative:
I have a letter of authorization to pilot an small transport aircraft with an endorsement to recommend other applicants for an LOA. I was under the impression that I could give dual for a LOA including slow rolls. However, after talking with an FAA inspector, this may be in violation of the far's. I'm referring to the requirements to carry parachutes. I thought we would not need them for this situation.
