Narrative:
On the ILS runway 9 approach into ral at the final approach fix, I was cleared by ont approach to contact the ral tower. I switched to tower frequency using the FLIP/flop button and called attempting to contact the tower several times receiving no response. I switched back to ont approach attempting twice to contact approach west/O success. I switched back to tower, and again called receiving no response and continued to monitor tower frequency. Since the airport was reporting IFR conditions (2 mi visibility) and I had a communications loss situation, I continued to land. No aircraft was in sight during the approach and landing. After landing, while taxiing off the runway, I saw a twin aircraft on short final for the opp runway (runway 27). I expedited my taxi and was clear of the runway well before the twin touched down. I attempted to contact ral ground control and was successful. On evaluating the situation on the ground I found the tower frequency I had set in was 1 digit off. Since I could see the display clearly on the ground, I realized the error in frequency setting was a result of the sun's glare on the LCD display in flight. Tower requested a phone call on return to sna (my home airport). I gave the tower essentially the information above. Since I have been to this airport many times both VFR and IFR I know the frequencys well and it's probable that I was so sure that the tower frequency was set in correctly that I did not rechk the setting. Cause: incorrect frequency set due to glare on the LCD readout. Preventive action: simple--just read/rechk the frequency better.

Title: ACFT LANDED WITHOUT CLRNC AFTER COMPLETING ILS APCH DURING IMC.
Narrative: ON THE ILS RWY 9 APCH INTO RAL AT THE FINAL APCH FIX, I WAS CLRED BY ONT APCH TO CONTACT THE RAL TWR. I SWITCHED TO TWR FREQ USING THE FLIP/FLOP BUTTON AND CALLED ATTEMPTING TO CONTACT THE TWR SEVERAL TIMES RECEIVING NO RESPONSE. I SWITCHED BACK TO ONT APCH ATTEMPTING TWICE TO CONTACT APCH W/O SUCCESS. I SWITCHED BACK TO TWR, AND AGAIN CALLED RECEIVING NO RESPONSE AND CONTINUED TO MONITOR TWR FREQ. SINCE THE ARPT WAS RPTING IFR CONDITIONS (2 MI VISIBILITY) AND I HAD A COMS LOSS SITUATION, I CONTINUED TO LAND. NO ACFT WAS IN SIGHT DURING THE APCH AND LNDG. AFTER LNDG, WHILE TAXIING OFF THE RWY, I SAW A TWIN ACFT ON SHORT FINAL FOR THE OPP RWY (RWY 27). I EXPEDITED MY TAXI AND WAS CLR OF THE RWY WELL BEFORE THE TWIN TOUCHED DOWN. CAUSE: INCORRECT FREQ SET DUE TO GLARE ON THE LCD READOUT. PREVENTIVE ACTION: SIMPLE--JUST READ/RECHK THE FREQ BETTER.
